When is the earliest permissable date a person can apply for tenure/permanence?

Members can initiate an early tenure request. It is recommended that some research be done to determine if all the criterion has been met before applying. Call the Provost's Office at ext. 2001 and ask for a copy of the UCAPT - PTR Resource Materials booklet. This is a vey helpful booklet which outlines the steps, and the forms, that must be completed for tenure application. Under Article 12:05(b) of the Collective Agreement, part of the clause states as follows: In exceptional circumstances a faculty member may be considered for tenure prior to the expiration of the probationary period, provided the member has served for two years at this University prior to such application.
 
It has been WUFA's experience that all candidates who go forward for early tenure are called before UCAPT. This seems to be UCAPT's standard practise these days for all who apply early, and it can be quite 'unnerving' for the candidate who gets a letter asking them to appear before UCAPT. Of course, the Faculty Association can assist the member by having someone attend the UCAPT session as a third, supportive body.

What are the normal probationary appointments before one must go forward for tenure/permanence?
The Collective Agreement, Article 12:05(b) [along with Article 13:22 (for AAS members) and Article 13:15 (Librarians)] states the following:
Probationary Appointment - i.e., an appointment for a specific term, called the probationary period, during which the University undertakes to give serious consideration, subject to the provisions of Article 13, and in accordance with the procedures of the appropriate Senate By-law, to the granting of tenure to the faculty member involved during the last year of the total probationary period. In exceptional circumstances a faculty member may be considered for tenure prior to the expiration of the probationary period, provided the member has served for two years at this University prior to such application. The total probationary period shall be:

Lecturer/AAS I  - the total probationary period for a Lecturer/AAS I shall not exceed seven (7) years' service at this University. Further reappointment beyond the maximum probationary period shall be with tenure.  Librarian I shall not exceed five (5) years' service at this University. Appointments after five (5) years' service shall be deemed to be permanent.

Assistant Professor/AAS II/Librarian II - the total probationary period for an Assistant Professor /AAS II/Librarian II shall not exceed five (5) years' service at this University at any rank. Further reappointment beyond the maximum probationary period shall be with tenure/permanence.

Associate Professor/AAS III/Librarian III - the total probationary period for an Associate Professor/AAS III/Librarian III shall not exceed four (4) years' service at this University at any rank. Further reappointment beyond the maximum probationary period shall be with tenure/permanence.

Professor/AAS IV/Librarian IV - the total probationary period for a Professor/AAS IV/Librarian IV shall not exceed three (3) years' service at this University at any rank. Further reappointment beyond the maximum probationary period shall be with tenure/permanence.

Note: Service shall not include the period of leave under clauses 18:05 (a) & (b) (Political Leave) and Article 20 (Leave without Pay) of the Collective Agreement, but service at another University may be considered in determining the time required, if any, for granting of tenure/permanence.

Under Article 13:02, the criteria for renewal of appointment, promotion, and granting of tenure of faculty members shall continue to be as adopted and applied by the Senate Bylaw 23B under 'University Governance').

How soon can a person apply for promotion? **
Minimum 2 years at the University.  It is important to understand the career progress concept here at the U, by viewing Article 5:32 which states: In order to make recommendations respecting career progress the Head, or in the case of a Head, the Dean, shall complete performance reviews as required in the Senate Bylaws and in addition shall complete a performance review for tenured professors and librarians with permanence every three (3) years. In so doing the Head, or in the case of a Head, the Dean, shall consider, in respect of a faculty or librarian member, appropriate criteria, including the provisions of this Agreement and any criteria agreed by the AAU Council...... The performance review shall be in writing and shall be completed by October 1 and shall be placed in the faculty or librarian member’s personnel file...... In conducting the performance review the Head, or in the case of a Head, the Dean, shall review the faculty or librarian member’s current Curriculum Vitae and any other material that the faculty or librarian member and Head, or in the case of a Head, the Dean, may agree is relevant to the review. The Head, or in the case of a Head, the Dean, shall make such recommendations for promotion, tenure or renewal or about the future performance of the person receiving the review as may be pertinent to the faculty or librarian member’s carrying out her/his duties under this Agreement.

One should consider Senate Bylaw 23 A, criteria for promotion, which is quite comprehensive about the qualifications UCAPT looks for in a promotable candidate. There is also a UCAPT - PTR Guide for Promotion booklet available from the Provost's office, ext. 2001. This is a comprehensive booklet that reviews all clauses, forms and requirements for promotion to each rank. Every year in the spring the Provost's office holds an information session about Promotion, Tenure and Renewal, it may be worth asking about when the next information session will be held and requesting that your name be put on the notification list.  ** Please note:  if you are applying for tenure as an Assistant Professor, you will automatically receive a promotion to Associate Professor upon the awarding of tenure.  All people who get promoted will receive a $1,500 increase into their base salary on July 1 following their promotion.

What deadlines must be observed when applying for promotion, tenure or renewal?

July 15 - member to provide annually to the Provost, Dean (and a copy to the Department Head) a complete curriculum vitae

October 1 - pertinent information about promotion, tenure or renewal must be brought to the attention of AAU Council by the Head/Dean

October 1 - Performance reviews must be completed and communicated in writing to faculty members and Dean by the AAU Head

October 15 - AAU Head discusses the performance review with members and indicates the recommendation he/she will make regarding promotion, tenure or renewal. At this time, a process to solicit letters of reference for all candidates applying for tenure and for promotion to professor

October 31 - Deadline for submitting documentation to UCAPT Chair re: Renewals

December 15 - UCAPT shall review recommendations relating to Renewal by December 15; deadline to submit documentation to UCAPT Chair re: Tenure

January 31 - UCAPT concludes reviews of Tenure recommendation, deadline to submit documentation to UCAPT Chair re: Promotion

February 28 - The University President shall make his/her recommendations regarding Renewal to the Board of Governors for all faculty in their 2nd year of appointment

March 31 - UCAPT concludes reviews of Promotion recommendations

Appeals to the President - must be made in writing by the faculty member within 2 weeks of receiving a negative decision by UCAPT

May 31 - The University President shall make his/her final recommendation regarding promotion, tenure and renewal of contract (renewals - in a member's 3rd year of appointment & beyond)
